PENNSYLVANIA EMS AWARD NOMINATIONS
The Pennsylvania statewide EMS awards will honor individuals at the 31st Annual EMS Conference to be held August 12-16, 2008. A brief description of each award and requirements for eligibility is outlined below.
An appropriately inscribed plaque acknowledging the individual's contribution in their respective field and PEHSC's appreciation of his/her services, will be presented at Pennsylvania's annual luncheon on Friday, August 15, 2008 at the Holiday Inn Harrisburg/Hershey in Grantville, PA.

TopPurpose of the Award
To honor an individual first responder who has contributed significantly to the development and growth of emergency medical services.
Eligibility
Those who are currently certified by the Pennsylvania Department of Health or who are functioning in the field as an ambulance attendant or emergency responder, and who have made significant contributions by utilizing their first responder skills during emergency situations. Additionally, those who have assisted in the education and training of their community in EMS related topics, are eligible.
EMERGENCY MEDICAL TECHNICIAN OF THE YEAR AWARD
Purpose of Award
To honor an individual EMT who has contributed significantly to the development and growth of Prehospital Emergency Medical Care in the Commonwealth of Pennsylvania.
Eligibility
Emergency Medical Technicians who are currently certified in the Commonwealth of Pennsylvania who have made a significant contribution in any of the following areas:- Education and training of the community.
- Planning and development of Basic Life Support systems within the Commonwealth of Pennsylvania.
- Leadership in the advancement of prehospital emergency medical care as an allied health profession.
- Education and training of prehospital care providers.
- Leadership in the advancement of existing Basic Life Support systems.
- Leadership among peers.
Purpose of the Award
To honor an individual paramedic who has contributed significantly to the development and growth of paramedicine in the Commonwealth of Pennsylvania.
Eligibility
Emergency Medical Technician-Paramedics who are currently certified in the Commonwealth of Pennsylvania who have made a significant contribution in any of the following areas:- Education and training of prehospital care providers.
- Planning and development of Advanced Life Support systems with the Commonwealth of Pennsylvania.
- Leadership in the advancement of paramedicine as an allied health profession.
- Research in prehospital medicine.
- Actively providing care at the paramedic level (i.e., medical command authorization).
- Leadership among peers.
Purpose of the Award
To honor an individual EMS instructor who has contributed to the development and growth of EMS education in the Commonwealth of Pennsylvania.
Eligibility (any one of the following)
- Leadership in the advancement of instructional techniques in the prehospital environment.
- Administration of EMS educational or training programs (i.e., CPR, AED, injury prevention) for the community.
- Actively participates in EMS classes and certification examinations.
AMBULANCE SERVICE(S) OF THE YEAR
AWARD
Purpose of the Award
To honor two ambulance services for their contribution to the development and growth of quality prehospital care within their community, while complying with the rules and regulations of the Commonwealth of Pennsylvania. The two services selected will represent a small volume, and medium to large volume of EMS responses.
Eligibility
- Any Pennsylvania Service is eligible.
- Service is licensed or eligible for licensure with a primary response area.
- Service participates in community oriented activities (CPR Training, School Programs, EMS Week activities, etc.)
- Service demonstrates a consistent pattern of rapid response times and staffing levels.
- Service cooperates with surrounding public safety organizations.
- Service emphasizes personnel training, continuing education and professional development.
EMERGENCY PHYSICIAN OF THE YEAR
AWARD
Purpose of the Award
To honor an emergency department physician who has contributed to the advancement of EMS in the Commonwealth of Pennsylvania.
Eligibility
Pennsylvania licensed, medical command certified, emergency department physician in a staff or department directory position who has significantly contributed to the growth and advancement of EMS within the Commonwealth in any, but not limited to, any of the following areas:
- Active participant in education and training of prehospital emergency medical care providers.
- Initiates, participates in prehospital studies, EMS research or pilot programs.
- Involved with community health care programs.
Purpose of the Award
To recognize an individual provider for their continued support of volunteer activities and the promotion of the volunteer spirit among their peers.
Eligibility
- Leadership in the management of a volunteer group/organization.
- Currently certified Pennsylvania EMS Provider, or active member of an organization as an Ambulance Attendant.
- Acts primarily as a volunteer EMS provider.
- Participates in other community volunteer activities.
Purpose of the Award
To honor a dispatcher who has contributed to the advancement of EMS in the Commonwealth of Pennsylvania.
Eligibility
An active dispatcher who has made a significant contribution in any, but not limited to, any of the following areas:
- Active participation in education and training of EMS and public personnel in use, access or support of emergency dispatch.
- Contributes in planning and development of emergency dispatch systems, strategies with prehospital personnel.
- Management of a crisis situation which led to the improvement of an emergency response.
- Leadership among peers.
PREHOSPITAL RN (PHRN) OF THE
YEAR
Purpose of the Award
To honor a currently certified PHRN who has contributed to the advancement of EMS in the Commonwealth of Pennsylvania.
Eligibility
Prehospital RN with current Pennsylvania prehospital certification who has significantly contributed to the growth and advancement of EMS within the Commonwealth in any, but not limited to, any of the following areas:
- Prehospital education and training of EMS personnel and/or public.
- Planning and development of Pennsylvania ALS systems..
- Leader in advancement of RN in prehospital emergency medical care.
- Leadership among peers.
RESCUE TECHNICIAN OF THE YEAR
AWARD
Purpose of the Award
To honor an individual rescue technician who has contributed significantly to the development and growth of rescue services in the Commonwealth of Pennsylvania.
Eligibility
Rescue technicians who are currently certified in the Commonwealth of Pennsylvania, who have made significant contributions in any of the following areas:
- Education and training of the community, safety awareness.
- Planning and development of rescue services in the Commonwealth.
- Leadership in the advancement of rescue services.
- Education and training of fire/rescue/EMS personnel.
- Leadership among peers.
RESCUE SERVICE OF THE YEAR AWARD
Purpose of the Award
To honor a rescue service for their contribution to the development and growth of the provision of quality rescue services within their community.
Eligibility
- Service participates in community oriented activities.
- Service demonstrates a consistent pattern of rapid response times and staffing levels.
- Service cooperates with surrounding public safety organizations.
- Service emphasizes personnel training, continuing education, and professional development.
- Any rescue service in the Commonwealth of Pennsylvania is eligible.
Purpose of the Award
To recognize an ambulance or rescue service that has implemented an outstanding employee risk management program.
Eligibility
- Services that consistently demonstrate outstanding efforts to reduce and/or eliminate the risks associated with the performance of duties relating to the EMS field.
- Significant reduction in work related illness or injuries following implementation of the program or showing a proactive approach to risk management through the risk management program.
- Ambulance services must be licensed by the Pennsylvania Department of Health. Rescue services must operate within the Commonwealth of Pennsylvania.
NANCY CAROLINE AWARD FOR OUTSTANDING
INJURY & ILLNESS PREVENTION PROGRAMS
Purpose of the Award
To honor an emergency medical services and/or rescue service provider for their contribution to the development and implementation of quality injury and illness prevention program(s) within their community.
Eligibility
Any Pennsylvania EMS or rescue service which has made a significant contribution in the following areas:
- The service should participate in community oriented activities (CPR Training, School Programs, EMS Week activities, etc.)
- Service cooperates and integrates with surrounding public safety organizations.
- Service emphasizes personnel training, continuing education and professional development.
- Service integrates injury and illness prevention programs into their mission statement.
GEORGE E. MOERKIRK, M.D., MEMORIAL SENIOR VOLUNTEER OF THE YEAR AWARD
Purpose of the Award
The purpose of the George E. Moerkirk, M.D. Memorial - Senior Volunteer of the Year Award is to honor a volunteer EMS provider, age 65 or older, who is actively functioning in any aspect of EMS.
Eligibility
- An active volunteer functioning in any aspect of EMS.
- Age 65 or older.
- Involved in emergency services for more than three years.
- Demonstrates good judgment, compassion, and is genuinely interested in the provision of quality care.
- Pursues self-improvement through continuing education and training.
This award is being provided in memory of George E. Moerkirk, M.D., and Past President of PEHSC. Dr. Moerkirk was instrumental in the development and growth of Pennsylvania’s EMS system. He continued to provide EMS education to EMT and Paramedic students and was actively involved in the provision of care through his medical direction to Lehigh Valley’s Med Evac helicopter program. Dr. Moerkirk died suddenly at the age of 68 and was known throughout Pennsylvania’s EMS system as the “father of EMS.” This award honors this man who committed his life to EMS through the recognition of senior EMS providers with a similar vision. The staff of PEHSC will select the award winner annually with fond memories of Dr. Moerkirk.
AMANDA E. WERTZ MEMORIAL EMERGENCY MEDICAL SERVICES FOR CHILDREN AWARD
Purpose of the Award
The purpose of the Amanda E. Wertz Emergency Medical Services for Children (EMSC) Award is to honor an EMS provider who has made a difference in the lives of children in the Commonwealth of Pennsylvania in accordance with the mission of the EMSC program.
Eligibility
- An individual functioning in any aspect of pediatric EMS.
- Involved in emergency services for more than three years.
- Demonstrates good judgment, compassion, and is genuinely interested in the provision of quality pediatric care.
- Pursues self-improvement through continuing education and training.
This award is being provided in memory of Amanda E. Wertz, daughter of Patrick and Elizabeth Wertz. Amanda was a child with special health care needs who died suddenly in 2001 at the age of 14. Her parents volunteered as paramedics in Pennsylvania for many years and were very active in EMS activities. Through the Emergency Medical Services for Children (EMSC) program, this award honors Amanda’s life through the recognition of an individual that has demonstrated exemplary care for children throughout the Commonwealth. The staff of PEHSC will select the award winner annually.
