Services Council Award Nominations
The Pennsylvania Emergency Health Services Council (PEHSC) will honor individuals involved with Council activities or committees at the 31st Annual Statewide EMS Conference to be held August 14, 15, and 16, 2008. A brief description of each award and requirements for eligibility is attached.
An appropriately inscribed plaque, acknowledging the individual's contribution and PEHSC's appreciation of his/her services, will be presented at Pennsylvania's annual banquet on Friday, August 15, 2008, at the Holiday Inn Harrisburg/Hershey.

WALTER J. THOMAS CITIZEN AWARD
Purpose of the Award
The Walter J. Thomas Citizen Award honors one of the organizers of the Pennsylvania Emergency Health Services Council who served and was recognized for the dedication which characterized his work. The purpose of this award is:
- To acknowledge, on the part of the Emergency Health Program, an individual who has performed outstanding community service in the field of emergency health care.
- To acknowledge the rare combination of qualities as a leader, humanitarian, human being.
- To call to the attention of the people of the Commonwealth of Pennsylvania the contributions that the individual has made in this vitally important field.
Eligibility
Any individual 21 years of age or older is eligible for the Walter J. Thomas Citizen Award if he/she is serving in any of the following capacities:
- As a paid or volunteer worker in the emergency health care field.
- As a physician or nurse, who has volunteered his or her continual energies in the improvement of emergency health care.
- As an individual citizen who has made a significant impact upon the improvement of emergency health care.
MILDRED K. FINCKE NURSING AWARD
Purpose of the Award
The Mildred K. Fincke Nursing Award honors a professional nurse, or group of nurses who have contributed significantly to the provision of emergency health services in the Commonwealth of Pennsylvania.
Eligibility
Registered Nurses, active professionally in the Commonwealth of Pennsylvania, may be eligible if they have made significant contributions in any one of the following areas of emergency health services delivery:
- Direct practice in any phase of emergency health service delivery.
- Education and training of emergency health services providers.
- Research into any aspect of emergency health services delivery.
- Planning and development of emergency service delivery systems.
- Administration of any aspect of emergency health care delivery.
- Development and/or refinement of emergency health or related legislation and/or policy.
JOEL E. GROTTENTHALER MEMORIAL
AWARD
Purpose of the Award
This annual award will recognize a Pennsylvanian, past or present, volunteer emergency service provider who, through his or her involvement with a volunteer Basic Life Support, Advanced Life Support Ambulance Service, Rescue or Fire Service, has demonstrated the traits of professionalism, competency, dedication, leadership, integrity and loyalty, and who continually strives to improve the emergency medical services system in order to provide a high quality of patient care to the citizens it serves.
These traits were exemplified by Joel E. Grottenthaler, who was instrumental in improving the quality of prehospital emergency care, not only in his local community, but also in the Commonwealth of Pennsylvania.
This annual award, presented by the staff of PEHSC, is in memory of Joel Grottenthaler, former Executive Director of the Pennsylvania Emergency Health Services Council.
GEORGE E. MOERKIRK, M.D., MEMORIAL
SENIOR VOLUNTEER OF THE YEAR AWARD
Purpose of the Award
The purpose of the George E. Moerkirk, M.D. Memorial - Senior Volunteer of the Year Award is to honor a volunteer EMS provider, age 65 or older, who is actively functioning in any aspect of EMS.
Eligibility
- An active volunteer functioning in any aspect of EMS.
- Age 65 or older.
- Involved in emergency services for more than three years.
- Demonstrates good judgment, compassion, and is genuinely interested in the provision of quality care.
- Pursues self-improvement through continuing education and training.
This award is being provided in memory of George E. Moerkirk, M.D., and Past President of PEHSC. Dr. Moerkirk was instrumental in the development and growth of Pennsylvania’s EMS system. He continued to provide EMS education to EMT and Paramedic students and was actively involved in the provision of care through his medical direction to Lehigh Valley’s Med Evac helicopter program. Dr. Moerkirk died suddenly at the age of 68 and was known throughout Pennsylvania’s EMS system as the “father of EMS.” This award honors this man who committed his life to EMS through the recognition of senior EMS providers with a similar vision. The staff of PEHSC will select the award winner annually with fond memories of Dr. Moerkirk.
AMANDA E. WERTZ MEMORIAL
EMERGENCY MEDICAL SERVICES FOR CHILDREN AWARD
Purpose of the Award
The purpose of the Amanda E. Wertz Emergency Medical Services for Children (EMSC) Award is to honor an EMS provider who has made a difference in the lives of children in the Commonwealth of Pennsylvania in accordance with the mission of the EMSC program.
Eligibility
- An individual functioning in any aspect of pediatric EMS.
- Involved in emergency services for more than three years.
- Demonstrates good judgment, compassion, and is genuinely interested in the provision of quality pediatric care.
- Pursues self-improvement through continuing education and training.
This award is being provided in memory of Amanda E. Wertz, daughter of Patrick and Elizabeth Wertz. Amanda was a child with special health care needs who died suddenly in 2001 at the age of 14. Her parents volunteered as paramedics in Pennsylvania for many years and were very active in EMS activities. Through the Emergency Medical Services for Children (EMSC) program, this award honors Amanda’s life through the recognition of an individual that has demonstrated exemplary care for children throughout the Commonwealth. The staff of PEHSC will select the award winner annually.
JERRY ESPOSITO
EMS ADMINISTRATOR OF THE YEAR AWARD
Purpose of the Award
The award is named in honor of Jerry Esposito who is considered by many to be the “Father of EMS” in Pennsylvania. As director of the first regional EMS Council in the Commonwealth and in the nation, Jerry pioneered the creation and development of many EMS innovations and organizations, including the Pennsylvania Emergency Health Services Council (PEHSC). Moreover, Jerry was untiring in his efforts to identify and help develop countless EMS managers and leaders who have gone on to make outstanding contributions to EMS Systems throughout Pennsylvania and the nation. Jerry has been a friend, mentor and role model to countless EMS Council Directors, regional EMS Administrators and frontline EMS Managers.
Eligibility
- A current Pennsylvania EMS administrator.
- Exemplify the qualities of outstanding leadership, vision and creativity in the conduct of his or her duties as an EMS System or EMS operations manager.
- Exhibit proven ability as an EMS program manager.
- Demonstrates concern for and proficiency in fostering and encouraging professional development in colleagues and mentoring new employees.
